The pursuit to professionalize the real estate service practice did not just breeze through fruition. It had to endure a long period of gestation.
The Road to Professionalization
After about twenty years from the time the bill for the professionalization of the real estate service practice was initiated in Congress, a consolidated bill was finally approved by both Houses of Congress on 12 May 2009.
On 29 June 2009, the President, Gloria Macapagal-Arroyo, signed the bill into law.
After its enactment, however, the law was immediately hounded by issues of constitutionality. Some of these issues were threshed out and ruled upon by the Supreme Court in the case of ‘REMMAN ENTERPRISES, INC. and CHAMBER OF REAL ESTATE AND BUILDERS’ ASSOCIATION – versus – PROFESSIONAL REGULATORY BOARD OF REAL ESTATE SERVICE and PROFESSIONAL REGULATION COMMISSION’.
